People that live in Florida are there for a reason, they understand what it takes to live a life to its best conclusion. Nothing, including water and wind will deter them for that task. It's where they want to be!!
Oh, and there is also the right to live free from government overreach. (Yeah okay, they hate the cold to but everything has its little inconveniences every now and then!)
