The government is very innovative and forward looking especially with 2 million works that have to get paid for doing next to nothing. So this new symbol works.

A condom more accurately reflects the government's political stance and politics.
A condom allows for inflation, halts production, destroys the next generation, protects a bunch of dicks, and gives you a sense of security while you're the one actually being screwed!
