NASA Builds A Zero Gravity Pen : A Better Idea?

I don't now about the figures here or if this is even an actual event.  But it make sense to me. If a bureaucrat has an idea on how to solve a problem rather then having an engineer or scientist figure it out, it's bound to turn out bad for everyone.
 
The waste in our government is staggering. What ever happened to the philosophy of just saying no to stupid ideas? Who the hell is in charge here? Maybe the people have decided it was their turn to say no, enough is enough. So the voted.
 
When NASA started sending astronauts into space they quickly discovered that ball-point pens would not work in zero gravity.
 
To combat this problem, Congress approved a program and NASA scientists spent a decade and over $165 million developing a pen that writes in zero gravity, upside down, on almost any surface and at temperatures ranging from below freezing to over 300 C.
