The scarcest part is there are millions of good people that are not happy having to make decisions that cause stress and conflict in their busy lives. Local and national problem's that come up where these good citizens have to know something must be done, they are not totally ignorant, to solve them or it will affect them directly but blank them out as being to disruptive and stressful to consider solutions.
So, they just ignore the problems, allowing others to do the heavy lifting unaware those making the decisions are doing so at the peril of those good citizens.
