Diplomacy works just so far to come to grips with situations of stress, then action must be used to cement the legacy of what was discussed during the talks to remedy problems. Both are important but if one party relies solely on diplomacy as a tool for problem solving, all will be lost to chaos and destruction. The opposition sees this as a weakness and exploits it to their advantage.
And if one decides they must take action first to put the opposition at a disadvantage before starting diplomatic discussions, the results vary if history is any predictor, and probably will not be what one might expect as good outcomes if the action you take is not sufficient to bring the opposition to talks.
