Really, it isn't about his age, this is about his brain functions which are rapidity failing. And not that he was ever all that mentally shape when he was younger, he has always been on the short end of being qualified to even manage his own affairs. His history can attest to his poor mental functions given his poor education results, let alone that his questionably ability for being a Senator.
It IS about Joe's ability to navigate the world of real people and how it's necessary and essential to understand in the real new world he can't continue to take whatever he wants at the expense of others like he's done for the past for 50 years.
And now he is showing us all true personality of being mentally incapable of rational thought. This failing as well isn't lost on the Chinese who have brought the old man for only a small bag of silver.
