Joe knows how the system works and how over the past 50 years he has used it to his advantage whenever and wherever he could. After all it was never about not being above the law, Joe believes he is and was the law. He has never known anything else in his government employment career.
It has always been ''take the money and run'' and then let the lesser people to pick up the pieces of what he couldn't carry away. He knew there was always more to be had and he knew where to find it!
Joe knew if he had the money, he also had the power.
