Joe's entire history of government service is a maze of ''Good times and Rock and Roll''. A lifetime of doing whatever he wanted and when he wanted knowing full well he will always be voted back into office no matter how many stupid he did and said and how dangerous to national security he had become in office.
It just the nature of democraaat incumbents. The base just does it's duty.
