Follow the money! Who gets rich and who takes the power for control is what matters. Joe is operating on remote control as he shovels $billions of tax dollars into a bottomless pit of an East European sewer of corruption all controlled by large neighbors like China and Russia.
And even more important China already has America under his control when he bought Biiyden out right, Xi has other plans for the area as Russia becomes weaker and weaker. China casts greedy eyes on the rich renounces in Russia.
Ohio on the other hand is populated by people who just want to live to see the next day, raising a family and having some hope for the future. Joe Biiyden sees these people as of no consequence because there is no instant benefit or reward from helping them succeed when they are devasted by an ecological disaster. (Let them eat cake if they have any or bugs. Should be a lot of bugs as everything else is destroyed!)
