Their agreement was a ''play for pay'' thing where Xi can do pretty much anything he wants to do in America as long as the ''pay'' stream continues and is plentiful. For Biiyden to take steps to hinder him in this effort would be a breach of a ''good will agreement'' between national leaders which in turn will cause much pain and suffering for him and the country he leads.
Xi says Joe will have to go on TV and explain over and over again how he agreed to this agreement but failed to hold up his side of a international agreement between gentlemen that will bring worldwide condemnation for both.
