Just like the entire world knows America is no longer a significant player on the world stage. The Russians and the Chinese have known old Joe for decades as a weak and greedy person and have taken advantage of that for more the 47 years he has been in government employment.
It's just now the Russians and the Chinese know it will cost more now to get what they want but are willing to pay whatever it takes.
