The Fau Ci is a ego maniac and therefore a political criminal using the entire country as a tool to benefit himself and his friends to get even richer then the already are, they all are invested in the vaccine companies.

Oh, and of course he is doing the bidding of the Chinese Communists as Xi and The Fau Ci are brothers in the cause! Fau Ci for the money and Xi for the world power.
