Ol' Joe believe he is still on the train on his way home to Delaware when he takes to the podium to tell the world he is the best that anyone can possibly be. All he really needs is captive audience, just like on the train. "Hey this is no joke! I really believe this!! I see it everywhere I go!!'' as he shouts angerly to make his point.
The world has unbounded sympathy for the mentally child. Joe also knows the world is at his feet, so let the good times roll!
