Ol' Joe has no concept of having to take responsibility for what he does or says because he is beyond and above the law. For Joe, the law is just something that the little people must obey or chaos will ensue.
If Joe makes a statement to the press, he knows it's true because for decades he has done this, and no one has ever said it was anything other than the truth.
