Joe has no clue what it means to actually ''run'' other than if someone waves a stack of hundred-dollar bills under his noise. Really, Joe is easy to understand as he is a simple person motivated by certain external stimulus that makes him come to life.
Joes entire career has been a show case of this in the Senate, as vice president and now as president. Joe has always taken the long view of life no matter what others think of him.
He doesn't recognize anyone else as part of his personal space in this life. He is totally above it all and therefore he does whatever he wants and takes no responsibility for any failure that comes along. It's always been ''take the money and run''.
Joe knows he's a good democraaat and therefore, again, immune from guilt for not accomplishing of worth!
