Goodness - it has always been a understanding that many that use the motorized carts in our stores or use the special parking stalls in the parking lot to their advantage even though they don't need it.
To be sure, some people truly need assistance, but I have seen many that were just out of control.
It appears they are just using the system to further their personal inability to use self control and pride to make sure they are healthy enough to provide for their own survival without society making sure they are provided for.
Oh and take a look at the cars that are in those special parking stalls, most are new and expensive.
