It's just your lying eyes? Joe Biden usually has a fist full of note cards that help him with his daily routine. But the puppet master thought, and rightly so, it would look tacky to have him shuffling through some 3X5 cards while waiting as the fallen from Afghanistan are brought home.
But everyone knew who has the responsibility to keep Joe's mind from wandering so he needs constant and immediate and direct direction so he knows where he is at all times and why he's there!
(To facilitate this control he is promised an ice cream cone if he follows directions!)
