It's much harder to take control of individuals forcing them to do things they don't want to do whereas grouping them like the progressive socialist Marxist democraaats do takes far less effort to get the desired result for absolute control of the population.
Luckily for the country, there are more 80 million individuals that haven't been grouped find those that have are a dangerous to the country.
