Everyone needs guidance at some point in their lives, it's just that many other people need more the others. Being a mentally challenged 3 year old makes for difficult days on the demands of being the leader of the free world.
Joe knew strings would be attacked and he welcomed that even to the point where he would have to say things he didn't understand and do things he might instinctively knows are problematic.
On the other hand, maybe old Joe is happy dancing to the tune of others. In reality that was the definition of his 50 years in government service!
