Yeah, it was a dust-up of sorts, one side wanted immediate results and the other side wanted the same thing, but understood government is an assortment of waring factions looking to steal as much power and money for themselves as the can and therefore they must not allowed to do that which takes time and finesse.
In other words, there has to be some debate and then compromise. It's not possible for the leader of the organization, in this case, to tell everyone how system works and then they, the participants obey. Criminals have a tendency to not want to take good and logical direction.
