What is this democrat doing to Baltimore sitting like that?

When asked why Baltimore is so bad off these days even when the ruling class have been democrats have been in charge for decades, they say something like - 'we didn't spend enough and we are working hard to fix our problems, Its all takes time'.

Really? What other major city that is controlled by Republicans and has been for decades, has become a disaster? On wait, there aren't any cities that have been controlled by
republicans for decades. Once the city is turned around from the controlled of democrats and everything is running smoothly, the voters decide they want the good old days to come back and so vote the democrats back in.
