The answer does have several caveats to consider. Both have a basis in personal security. One is having an ID to protect yourself from people who wish to do you harm, and the other is not having an ID necessary for your position in the larger societies power structure, millions of news voters, illegal visitors to vote for them to remain where all of the decisions are made.
