It means, ''do what we say and demand, but not what we do!'' Their demands are aways about what others have to do to remain as viable citizens or be seen as a problem that needs to be handled!
Sure, they are actually doing the very things they demand others must not. But pay no attention to any of that! Just do what you are told and shut up!! We have the power and you don't!
