Brandon Johnson, mayor of Chicago, believes if you wait long enough, the bad people will take over the streets entirely and that way the citizens will do what they are told to do to stay safe. Pay the fee to tie local gang leader on time to remain in good standing! Late or no payments have consequences.
This works well as the people don't fear the police.
Mayor Johnson, also for this reason, believes the police are no longer needed as a force to control crime in the streets. Crime will be the order of the day and accepted as normal! Being caught in across fire among ruling leaderships is just how the new way of life and death in Chicago is okay!
