The ''who knew'' is just about everyone that has a brain, and eyes could make that determinization given old Joe's shuffling, babbling, pissing his paints or dropping a load for foreign dignitaries for the last decade at least.
Sure, as the narrative goes, he was just having a problem finding his wits on occasions, but we all know his handlers as well are quick to tell a story that explains his deteriorated condition, Joe is just tired, too much running around giving speeches and shaking the hands of people he doesn't know or care about. (Like just about everyone is stranger!)
(That he mistakes his wife sister on stage for his wife really doesn't matter that much in the larger scheem of things of geo-politics! After all, aren't most all democrats less ignorant than stupide?)
