What Confucius was taking about here was people who live in a different world that isn't controlled by common sense or reality, no ability for form or function.
He was probably projecting many centuries into the future about how certain groups will react under certain situations like democrxxxts when confronted with reality.
The brilliance of Confucius from several 1000's of years ago is astoundingly accurate!
