There is nothing that in our Constitution about being born in the United States automatically makes you a citizen. The only thing that makes that connection is the child's parents are also established American citizens whether they live in America or not!
It's a matter of ownership in the land of birth and the parents of that child, not from a debate over who is actually is in control of the child. It's a matter of ownership and citizenship!!!
