Who cares about what the law says? If the law stands in the way of these big city mayors making some good money by using and abusing the immigrants, accepting the money from the government agencies and NGOs to take care of them, life is good.
The mayors all live in gated communities!!
That it's causing the city to ruin is of no importance, it's the narrative, the cause of getting and keeping the power over the multitudes. The number of people have to live in fear and on their collective knees is a good thing for the Marxist democraaats. The more people without any power is best toe democraaats.
