After generations of government employees going and coming to service, what happens to the institution as a functioning body to serve the people?
They all have a bias when they get into their particular jobs, but once installed and established in the muck of institutional ''group think'' for decades, they have a tendency, no a demand to join the group-think!
To get along you go alone! Government service is just the best, you can't get fired!
The new thinking then is, ''We are in charge, not the elected. They have no idea what's really needed to make this thing work, we do! And we are not going to give up the power to make our demands. We are in charge!!
Therefore the ''Shadow government'' is alive and functioning to detriment of the country!
