The good senator walked outside to go to work and when she arrived at her office she was all wet. 'What happened to you' her staff said? The good senator said 'I don't know. I was fine when I left the house but now I'm all wet.' The good senator's staff said, 'did you know it was raining when you left the house?
The good senator became confused and conflicted trying to come to some conclusion as to why she was all wet. Apparently there were too many options for the good senator to consider.
But never mind, there are many and varied situations that a United States Senator must consider that are very important and complex. Not knowing why she was socking wet is just one of them.
