Looting to Take Advantage of Others : Chaos Moving An Agenda

As stated by many, riots are not about race, murder or pestilence, it's about stealing and destruction to take advantage of people in a bad situation.

The result is the community loses everything, and most importantly spirit and pride in themselves. But who is responsible for the riots?
