In reality, no matter what Jill says, old Joe was mentally challenged for decades but only seen more clearly by the public even before he was named as Vice President with Barry!
And when he was President of The United States, he was recognized as having the mental capabilities of just a sprig of celery.
And his friends knew this, taking advantage of this stumbling fool by running the country into the ground, stealing everything they could to enhance their own personal political standing and wealth!
