Bill had a life of fun and games! He never really believed that he had responsibilities to perform, after all he was a democrxxxt in good standing. He as above the law!
It was always only the fun of having so many people that wanted to be close to him and do what ever he told them to do, no matter what! And they did by the thousands!!
